New CAS for £2,000 or £750 Deducted from Refund

Hi Daniel,
i got refused for my tier 4 visa for not having enough maintenace fund in my account which i was misinformed by the school agent which is Pinnacle international college london, i requested for a new CAS which i was told to pay £2000 for it meanwhile the course i applied for was for £3575 which i paid in full,when i refuse to pay the £2000 for the new CAS i requested for a refund of my tuition fee.the school sent me a letter just on 28/10/2011 that the tuition fee which i paid is now £3,500 instead of £3,575 which was stated clearly in both their offer letter and CAS statement and that a sum of £750 will be deducted from the money that it is their administrative fee, please i know that schools dont take more than £200 for administrative fee incase of refund and where did the £75 in my £3575 go to?
